Accessibility statement

This accessibility statement applies to the website “Helmet” of the city libraries of Helsinki, Espoo, Vantaa and Kauniainen. The site address is https://www.helmet.fi.

Statutory provisions applicable to the website

This website was published prior to 23 September 2018. The website must fulfil the statutory accessibility requirements after the transitional period ending on 23 September 2020.

Compliance status

The Helmet website partially meets the requirements at the AA level of the Web Content Accessibility Guidelines (WCAG) 2.1. 

Non-accessible content

Accessibility issues have been observed on the site. The observed issues are listed in the inspection report (PDF, in Finnish). 

Key accessibility issues:

  • The contrasts between the text and background and the contrasts of the user interface component are inadequate in places.
  • The navigation structure of the site and information on the current location are not perceivable to users of screen readers. 
  • Headings, link texts and text alternatives of image links are not marked correctly everywhere. 
  • The website search field lacks a text label.
  • The link to go to the main content does not work correctly using a keyboard. 
  • The chat used on the site is not accessible to users of screen readers.
  • Using the cookie tool with a screen reader is difficult. 
  • Required fields to be filled in for login are not assigned and the point of error is not indicated. 
  • The error message on the login page is not indicated and the error is not described in text format. 

The Helmet.fi online service will be transferred to a completely new platform at the turn of the year 2023–2024. At the same time, the chat service and the cookie tool will be changed. The issues listed in the inspection report will be taken into account and corrected on the new platform.

Preparing an accessibility statement

This statement was prepared on 17 September 2020 and was updated in English on 23 August 2023.

Assessment of accessibility

The working instruction and procedures of the City of Helsinki were followed when evaluating the accessibility of the site, with the aim of ensuring that websites are accessible in all stages of the work process.

Accessibility was evaluated by means of an audit by a third-party expert as well as self-evaluation.

Accessibility was evaluated using a programmatic accessibility auditing tool as well as by manually reviewing the site and content. Programmatic evaluations were carried out using the Siteimprove browser extension.

Accessibility was re-evaluated in the accessibility monitoring of the Regional State Administrative Agency for Southern Finland in 2023.

Updating the accessibility statement

When website technology or content changes, its accessibility must be ensured through constant monitoring and periodic checks. This statement will be updated in conjunction with website changes and accessibility evaluations.
